HCS SCS SB 178 -- CONDOMINIUM ASSOCIATIONS

SPONSOR:  Schneider (Hoppe)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Local Government and Related Matters by a vote of 18 to 0.

This substitute changes the method of amending the bylaws of a
condominium association.  The substitute also requires a limited
liability company that owns unoccupied real property in Kansas
City to file with the city's clerk an affidavit listing the name
and address of at least one person who has management control
and responsibility for the property.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that bylaws are difficult to
change.  The bill will allow a simple majority the power to
change bylaws.  A builder's declaration would not be affected.

Testifying for the bill were Senator Schneider; and St. Louis
Home Builders Association.

OPPONENTS:  There was no opposition voiced to the committee.
